While launching the “ District Good Governance Index” on January 22, 2022, the Home Minister Mr Amit Shah stated that “Mission Youth” is playing significant role in connecting the youth in Jammu and Kashmir. The initiative is a flagship programme of the administration to enhance engagement of the youth, and also to ensure their social assimilation.

The Lt. Governor Mr Manoj Sinha emphasised on the role of youth in bringing a positive change in the society. The experts and the students of public policy, as also the common people, shall definitely be watching the effectiveness of this empowerment programme; also the deficiencies in its implementation.Meanwhile, for the Mission to be effective universities in Jammu and Kashmir can be roped in to further fine-tune the scheme at a time when youth have simply stopped looking for jobs.

Selection shall only be based on merit in the Entrance Exam (PARVAAZ Qualifying Test, PQT) to be conducted for the purpose. A separate notification shall be issued regarding the date and conduct of PARVAAZ Qualifying Test.For applying under PARVAAZ scheme, the candidate must be mandatorily registered with Mission Youth, J&K on the Mission Youth Portal link mentioned below.

The students appearing for competitive examinations like Civil Services Examination including IAS, IPS, IFS, IRS, IFoS, IRS-Customs of UPSC and JKAS, JKPSC, Accounts services etc conducted by J&K PSC, national level examinations of Staff Selection Commission, UT level examinations of J&K Service Selection Board and other similar recruitment authorities / commissions at central level eligible for these examinations will have to register on the designated portal of Mission Youth providing specific details and uploading supporting documents. The candidates have been advised to keep their documents upto date for uploading on the portal.

The scheme will cover tuition expenses of coaching and the students selected through screening process shall be eligible to choose the institution of their choice from the list of empaneled coaching institutions of repute.

• Family Income
  Only the candidates having total gross family income from all sources not
  exceeding ₹8.00 lakh per annum shall be eligible for free coaching under
  the scheme.
• Domicile     The candidate should be a Domicile of the Union Territory of Jammu &
  Kashmir

The registered candidates shall click on Apply for PARVAAZ Scheme (Competitive Exam Coaching (IAS/JKAS)) banner on the portal.

The candidates shall have to enter the Mission Youth ID or registered mobile number before being re-directed to PARVAAZ application form.

In case of candidate not being registered, the candidate shall be asked to register first.

The students are advised to enter Mission Youth ID and registered mobile number carefully to avoid duplications.
