The Assam government on rolled out the microfinance loan waiver scheme to give relief to 24 lakh women in the state.Chief Minister Dr Himanta Biswa Sarma launched the Assam Micro Finance Incentive and Relief Scheme, 2021, at Collegiate HS School, Tezpur in Sonitpur district.Himanta Biswa Sarma ceremonially distributed cheques of Rs 25,000 to five women beneficiaries during the programme.
The chief minister said that of the total 24 lakh woman beneficiaries, including 59,468 women in Sonitpur district, each will get Rs 16,000 – Rs 25,000.He further added that in the first phase the state government will spend Rs 3000 crore to provide relief to 11 lakh microfinance borrowers of the state who are making regular payments to the banks.

We want to encourage those 11 lakh women who are making regular payments to the banks. We will give them upto Rs 25,000. During the last assembly poll in the state, we gave a commitment to the microfinance borrowers to give relief to them and we have been able to fulfill that commitment within just six months after forming the government. It will give a big relief to the poor women of the state
Earlier, the chief minister said that in the second phase, his government will spend Rs 4000 crore to provide relief to those women who are seeking a complete waiver and who are not able to make payments to the banks.I reiterate that our government is also committed to providing one lakh jobs by 10 May 2022 and creating an additional 5,000 beneficiaries of Orunodoi in each assembly constituency besides increasing the benefit amount periodically.
Assam Microfinance Loan Maaf Scheme
In the second stage, benefits of Assam Microfinance Loan Maaf Scheme will be extended to borrowers whose payments are overdue by less than 90 days and loan accounts are not classified as non-performing assets (NPA). The state government will pay the overdue amounts to borrowers in these cases. Borrowers whose accounts have become NPA will be covered in the third phase of Assam Micro Finance Incentive and Relief Scheme 2021. The government will consider providing partial or full relief based on evaluation.
”They will be provided with a one-time incentive up to Rs 25,000 or the outstanding balance, whichever is less. This is an incentive for them to maintain good credit discipline. Altogether, 11 lakh women will benefit in this phase of the programme.

The scheme was devised with an objective to balance long-term view of ensuring continuity of micro finance for supporting economic activities of low income and poor households and providing relief to eligible customers for tiding over current stress in the microfinance sector due to various operational reasons,” he added. Suklabaidya said the scheme emphasizes on promoting responsible borrowing and timely repayment culture among customers. The government has divided the loanees into three categories. Under Category I, borrowers who have been repaying regularly with “Zero Days Past Due” will be provided one-time incentive to the extent of their outstanding balance, subject to a cap of Rs. 25,000.

The Assam Microfinance Loan Maaf Scheme 2021 will benefit 24 lakh women in the state. Around 59,468 of the beneficiaries of AMFIRS Microfinance Loan Waiver Scheme will be from Sonitpur district who will receive a one-time incentive amounting from Rs. 16,000 to Rs 25,000 each.
